Vance County VINELink Coverage
North Carolina SAVAN, also called VINELink, is the statewide custody-notification service. Official North Carolina material describes coverage for county jail inmates, state prisoners, probationers, parolees, and registered sex offenders. That cross-system reach is important in Vance County because the Sheriff publishes no official roster, recent-release list, or person-search page. SAVAN is therefore the main electronic person-specific channel for an ordinary county-jail event.
Coverage does not erase agency boundaries. NCDAC Offender Public Information is a separate state-prison and community-supervision system. It expressly excludes county-jail-only stays. The Federal Bureau of Prisons is also separate, and VINELink should not be used as a federal release locator. A result must be read by reporting agency: Vance County jail, another county, NCDAC, or a supervision unit.

Search Vance County VINELink Records
Begin at the official VINELink service. Search one person at a time and use the current interface labels rather than expecting a fixed screen. North Carolina does not publish a permanent guarantee for every result label, field, or released-result retention period. The reporting agency and custody event are more reliable than assumptions based on a color, icon, or missing result.
- Open VINELink and select North Carolina. Choose the custody or offender search shown by the current interface.
- Enter the exact name or an offender or booking ID when the form offers that field. Avoid a broad name when a stronger identifier is known.
- Compare age or date of birth and the reporting agency when several people have similar names. Do not assume the first result is correct.
- Open the matching record. Read the custody status or event, reporting agency, and any location or identifier displayed.
- If a release or out-of-custody event appears, call the reporting custodian. For Vance County, the Detention Center is 252-438-3923.
- Ask whether the event was a community release, transfer, or another custody change. Follow any transfer to the receiving agency.
The Vance County released inmate search adds Sheriff records, eCourts, NCDAC, and federal paths when a VINELink result does not settle the question. Those sources should be combined by custody type, not treated as interchangeable name-search sites.

A release or out-of-custody result means the reporting agency recorded an exit from its custody feed. It does not, on its own, answer whether another jail, NCDAC, federal authorities, or an immigration custodian took the person. Ask Vance for the actual release date and time plus the destination. If the event belongs to NCDAC, compare the OPI Actual Release Date and both top-level status fields.
Register Vance County Release Alerts
Registration begins on the correctly matched individual. SAVAN may offer phone, text, email, or another accessible channel. Choose only the channels shown by the current service. North Carolina’s policy documents events that can include a projected release date after audit, release with or without supervision, escape, capture, custody change, and death. The notice reports an event; it does not replace direct confirmation.
- Select “Get Notified” or the current registration control on the matching individual record.
- Choose one or more offered contact channels. Enter the phone number, text number, email address, or other requested contact information.
- Complete the verification steps shown for each channel. Save the registration confirmation.
- For telephone alerts, create and retain the four-digit PIN required by North Carolina’s documented process.
- When an automated call arrives, enter the PIN to acknowledge it. Unacknowledged calls recur at intervals for up to 24 hours under state policy.
- Contact the reporting jail, prison, or supervision agency after an alert to confirm the event and any receiving custodian.
Do not claim that every email or text registration uses the telephone PIN. The official North Carolina material specifically establishes the PIN for phone acknowledgment and the hardcopy setup. Web prompts may change, so follow the current interface for other channels.
Vance VINELink Release Limits
VINELink is an event and notification layer, not a permanent court or booking archive. A feed can lag. A released result may not stay online for a known period, and an absent person may reflect the search, the identifier, the participating agency, or retention. Confirm the result with the office named in the record.
For a county-jail event, call the Vance County Detention Center and request the Sheriff’s admission and release record when written detail is needed. For a state-prison event, use NCDAC Offender Public Information. An Inactive inmate status and an Actual Release Date can support the completed prison event, while an active Probation, Parole, or Post Release Status can show supervision continues.
Federal BOP custody uses the BOP locator, not VINELink. An ordinary Vance arrest or a USMS hold may not produce a BOP record. ICE custody uses its own locator and facility confirmation after an identified immigration transfer. Keep these systems separate so “not found in VINELink” never becomes an unsupported claim about federal or immigration release.
Vance SAVAN Hardcopy Registration
North Carolina provides a hardcopy notification request as an alternative to the web workflow. The form can register across county jail, state prison, parole, probation, post-release supervision, or an unknown category. It asks for requester details, a four-digit PIN, selected phone, text, or email channels, and information that helps identify the person and case.
The NC SAVAN hardcopy notification form lists fax 919-715-1256, email SVC_DPS_VictimServices@ncdps.gov, and mail to Victim Services, 4223 Mail Service Center, Raleigh, NC 27699-4200. Questions can be directed to 1-866-719-0108 on weekdays from 8 a.m. to 5 p.m. These are form and registration contacts, not the Vance jail’s release-record office.
Use the most exact identity and custody category known. Keep a copy of the submission and any confirmation. A registration does not prove the person is currently held, and it does not create a local release record. The Vance Sheriff remains the custodian for a Vance jail admission and release entry.
The hardcopy form can also supply a workable route when a web registration cannot be completed. Classifying the record as county jail, state prison, parole, probation, post-release supervision, or unknown helps route the request without pretending those systems share one release file. Include conviction county, crime, case information, and an offender number only when known. Do not guess. Victim Services can answer registration questions, while the reporting custodian must answer whether the custody event actually occurred.

NC SAVAN’s cross-system design is the distinctive local advantage. It can bridge county jail, state prison, probation, parole, and registry notifications while Vance County offers no Sheriff roster. Those channels still carry different records. A jail release alert concerns the reporting jail. A state-prison notice concerns NCDAC. A supervision event does not recreate the prison release record, and a registry alert is not a jail discharge alert. The four-digit telephone PIN acknowledges a call; it does not verify the event’s legal meaning or close every custody question.

The captured entry screen should lead to one carefully matched record, followed by confirmation with Vance County or the agency named in the result.
Resolve Vance Release Conflicts
When SAVAN, the Sheriff, a court case, and NCDAC appear to disagree, first ask whether they describe different custodians or different event types. A court disposition may explain why release was authorized without giving the physical door time. A Vance release entry may record a transfer. NCDAC may then show the same person as an Active Inmate. All three records can be accurate at once.
